Innovation through the TTCC Earn-and-Learn Model

The partnership launched the Certified Substance Use Disorder (SUD) Counselor Apprenticeship Program as a “direct and intentional response to the well-documented behavioral health workforce crisis facing San Diego County.”  

Given such challenges, the program represents a shift away from traditional, high-barrier education models toward a more inclusive approach to Behavioral Health Workforce Development. Such a shift is proving to be productive for all parties. 

By providing an “earn-and-learn pathway that removes financial barriers to certification,” the program allows staff to earn competitive wages while completing the required certification hours on the job. Additionally, programs like this apprenticeship pathway demonstrate how academic institutions, workforce agencies, and treatment providers can collaborate to address the nationwide behavioral health workforce shortage. By merging the recruitment power of a workforce board with the academic rigor of a specialized college, the region is successfully advancing behavioral health workforce development for the benefit of all residents.
